About the role

The current vacancy is in the Operations and Support Management in Petten which is part of the Operations and Support Management Directorate. The Directorate’s mission is to effectively manage operations across all JRC sites and to support the seamless functioning of each site, while playing a crucial role in developing, maintaining, and operating worldclass research infrastructures that serve the broader European Research Area.

The position is for a Finance, Procurement and Contracts assistant fulfilling initiation and verification financial roles as applicable, ensuring the full respect of the regulations in force and of the JRC financial circuits and segregation of duties. The successful candidate will ensure the smooth administrative management of procurements.

Your responsibilities

The main tasks (non exhaustive list) related to this position are: 
• Contribute to the Sector’s Procurement / Contracts teams responsible for the management of public procurement procedures / contracts; 
• Implement public procurement contracts in compliance with relevant Financial Rules and Regulations as well as the applicable (mostly Dutch) law; 
• Provide assistance to scientific operational staff on all purchase and procurement related matters from request to contract award, including through and by means of electronic workflows (ARES, PPMT, MWP, SUMMA); 
• Assistance to procurement / contract management, including legal, internal control and other compliance aspects under the supervision of the Sector Head / Deputy Head of Unit; 
• Liaise with and assist, under the responsibility of hierarchical superiors, Unit Heads / their deputies and Sector Heads of client Units in procurement / contracts related issues 
• Contributing to Directorate’s strategic partnership with scientific Directorates / Units / Portfolios and research infrastructures; 
• Respectively financial initiation or financial verification of (de)commitments and payment/recovery orders, as well as document and file management related thereto; 
• Contribute to the work of the Sector and Unit as otherwise assigned including reporting, archiving and other support tasks.

Key requirements

We are looking for an enthusiastic, flexible, motivated and experienced finance and contracts assistant with a strong sense of initiative and a service-oriented attitude. 

The ideal candidate would have the following essential requirements: 
  • Have a relevant education and professional experience of at least two years in (any / several of the following fields):  procurement / contracts / financial / legal within a public / private, national or international organization, with: 
- a level of post-secondary education attested by a diploma, or 
- a level of secondary education attested by a diploma giving access to postsecondary education, and appropriate professional experience of at least three years 
• Have an understanding of relevant administrative and legal requirements / rules including on public procurement / contracts; 
• Be able to analyse quickly and work with a high degree of precision even under tight deadlines; and 
• Have good interpersonal skills ; 
• A good knowledge of spoken and written English (B2) is required. 

The following is consider an advantage: 
• Given the fact that many contracts, underlying procurement procedures and related contacts with contractors are in Dutch, skills in that language would constitute an advantage. Learning opportunities and support to improve the knowledge of Dutch after joining the unit will be offered. 
• Knowledge and experience in the use of Artificial Intelligence and related tools.
