Evaluator - Women Economic Empowerment Project Evaluation, Tender

We Effect Zambia, in partnership with Women for Change, Zambia Land Alliance, and District Women Associations, implements development programmes supported by Sida through the Swedish Embassy in Zambia. The organisation works across eight districts in four provinces to advance women's economic empowerment and social development.

This is a consultancy position to conduct an End of Project Evaluation of the Women Economic Empowerment (WEE) Project in Zambia. The evaluation will assess the project's relevance, effectiveness, efficiency, sustainability, and impact across all four project objectives and eight implementation districts. The evaluator will generate evidence-based findings and recommendations to inform future programming and organisational learning.

• Assess the relevance, coherence, effectiveness, efficiency, impact, and sustainability of the WEE Project in relation to its stated objectives and target groups
• Conduct fieldwork across all eight implementation districts covering Eastern, Southern, Western and Central Provinces
• Evaluate performance against all four specific project objectives including women's agency, institutional barriers, collective action and asset ownership, and climate resilience
• Assess cross-cutting themes of gender equality, human rights, and safeguarding
• Disaggregate findings by sex, age, disability status, and location where applicable
• Identify lessons learned, good practices, innovations, and critical success factors
• Develop actionable recommendations to inform We Effect Zambia's future programming strategy and Sida's decision-making
• Engage with primary intended users including We Effect management, District Women Associations, Sida, and other stakeholders
• Account for geographic disparities in sampling design and analysis across the eight districts

• Extensive experience in conducting end-of-project evaluations using OECD DAC criteria
• Demonstrated expertise in women's economic empowerment and gender equality programming
• Strong knowledge of development evaluation methodologies and mixed-methods approaches
• Experience working in Zambia or similar sub-Saharan African contexts
• Ability to work with diverse stakeholder groups including beneficiaries, government, and civil society organisations
• Fluency in English and preferably local Zambian languages

• Experience with agricultural value chain development and climate resilience programming
• Knowledge of community-based organisation models and cooperative development
• Familiarity with Sida's evaluation requirements and reporting standards
• Experience with participatory evaluation approaches and community engagement
• Understanding of gender-based violence prevention and sexual and reproductive health and rights (SRHR) issues

The tender should elaborate on how the evaluation will meet the needs of intended users and include a detailed work plan.
